Growth of Milton Keynes Councillor Hopkins

“1. That this Council welcomes the National Coalition Government’s proposals to return local planning and plan making powers to local councils as set out in ‘The Coalition: our programme for government’ – ‘We will rapidly abolish Regional Spatial Strategies and return decision-making powers on housing and planning to local councils’.

2. That in supporting this national initiative this Council calls upon Government to assist Milton Keynes Council as a matter of the greatest urgency in:

(a) defining the process by which the Council establishes an Milton Keynes Council managed delivery agency to oversee the development of the many thousands of dwellings for which planning permissions (or assumed permissions) have been agreed and that the said delivery agency also undertakes the marketing and economic development responsibilities for attracting the balance of jobs, infrastructure, leisure and economic prosperity essential to ensure a Borough that is a sustainable and attractive option to inward investors for the coming decades;

(b) removing the threat posed by the unwanted and unnecessary, so called ‘South East Strategic Development Area’, from the parishes of Wavendon, Woburn Sands and Aspley Guise as a future Milton Keynes expansion and growth location; and

(c) establishing powers to enable the calling in and refreshing of the Milton Keynes Core Strategy document by Milton Keynes Council so that it may be amended to truly reflect the democratic local wishes of those people elected to represent the people and Borough of Milton Keynes.

3. That in addition this Council:

(a) requests that its two Members of Parliament undertake to lobby the necessary Government Ministers and Senior Civil Servants to ensure Milton Keynes is seen as a priority area for the introduction of new locally managed and devised planning powers;

(b) undertakes to halt with immediate effect plans for the spend of £150,000 local taxpayers money on consultants charged with the preparation of a development framework for the above named South East Strategic Development Area; and

(c) request that Overview and Scrutiny Management Committee considers the creation of a task and finish group, through whichever appropriate scrutiny committee, to begin work on establishing with the relevant government department(s), a suitable model for the management of a future Milton Keynes Council controlled, Milton Keynes Growth Development and Delivery Agency.”
